How Chain of Responsibility affects you First introduced in the early 2000s, Chain of Responsibility (COR) laws seek to make more participants in the transport supply chain accountable for the safer distribution of goods by truck or light commercial vehicle (with GVM of over 4.5 tonnes). The purpose of COR was to instil a greater sense of safety across the industry. Before COR was introduced, most of the responsibility for accidents or safety issues fell on drivers or those loading the vehicles. COR recognises that influences from other participants in the supply chain can place drivers under considerable pressure and contribute to unsafe behaviour including overloading, exceeding road-mass limits and speed limits, exceeding allowable driving hours and other related infringements. 22 Safety News – Responsibility Chain
